This article is written by the famous photographer and journalist Jacob Riis who fought to improve the conditions of the slums in New York City. He believes that the slums are not the result of the people who reside in them. The result is of some people "falling behind" and then for those who were born into such conditions it became hereditary. They became "victims not masters of the environment." Riis believes that some fault belongs to those who are not in the slums because of their inaction to fight the issue. Riis goes on to describe the "fight" against the slums beginning in 1879 and following it up to 1899.
